Important Changes from 6th April 2009.

From 6th April 2009 two improvements have been made to ensure consumers receive more helpful information. Firstly, a HIP has to be commissioned and some of the important elements must be in place before the property can by marketed. And secondly, the HIP must now include a Property Information Questionnaire (PIQ). The PIQ contains, for example, information about risk of flooding, service charges, gas and electrical safety, structural damage, parking, etc.

What is a Home Information Pack (HIP)?

The Housing Act 2004 implemented the Home Information Pack.

The HIP was designed to simplify and speed up the home buying and selling process by ensuring that all relevant documents and searches are in place before the property is marketed. This should help to ensure that prospective purchasers have sufficient key information about the property for sale allowing them to make an informed judgement before entering into the contract. Thereby reducing the number of sales that fall through just before completion.

What does a HIP contain?

A HIP includes documents that are required when homes are bought and sold. Some documents are mandatory and others optional.

The mandatory documents from 6th April 2009 include:

* An index (i.e. a list of the contents of the HIP)
* A sale statement (summarising the terms of sale)
* An Energy Performance Certificate (EPC)
* A Property Information Questionnaire (PIQ)
* Evidence of title
* Standard searches (local authority, drainage, water searches)
* Commonhold information (where appropriate)
* A copy of the lease (where appropriate)

Optional documents may include:

* A Home Contents Form (items included in the sale)
* A Home Condition Report (HCR)
* Additional leasehold, information
* Guarantees and warranties
* Other searches relevant to the particular area
